As we look to the future, it’s clear that continued success requires not only operational excellence but also strategic evolution within our leadership team. With that in mind, we are excited to announce that Dave Pastir will assume the role of President & Chief Operating Officer (COO) effective January 1, 2025.

Dave’s journey with Higley began on January 2, 1992, when he joined the company as an intern. Over the years, he has taken on diverse roles across the organization, demonstrating his expertise and passion for operational excellence. Most recently, as Executive Vice President and COO, Dave has overseen all aspects of operations, operations support functions (preconstruction, project controls, safety & quality), and Human Resources. He has been increasingly involved in strategic planning and assisting in establishing and monitoring company goals as well as handling the day-to-day leadership of our operational functions.

Through his unwavering commitment to Higley’s core values, Dave has earned a reputation as an inspirational leader and a trusted mentor to many within the organization.

Gareth will continue as CEO, subsequently stepping into the role of Board Chairman as part of this transition. In this position, he will focus on driving strategy and growth, strengthening community engagement, and guiding succession and business transition planning—ensuring the long-term success of Higley.
